These two mean completely different things but they look almost identical, especially on iOS devices. The only way you can tell them apart is by the eyes. Google and Microsoft’s artwork for this emoji most closely represents how this should be represented on all platforms.

These two can have very similar characteristics depending on which platform you’re looking at.
